I have heard a thousand times from Apple Watch users that they wish the crown had a fingerprint sensor so they wouldn't need to enter the 4-digit pin again and again when they wear the watch again after taking it off. It is recommended by people for the sake of convenience.

It is technically possible but realistically a feature that would cause more dubiety and would hardly work. Roll a few thoughts back and think about the size of your index finger and the area of the crown. Our finger is too long and the fingerprint variates drastically even within a few centimeters.
In order to make you understand it better, suppose you set the lowermost part of the top 1/3 part of your index finger as the Touch ID, then there is a high likelihood that the middle part of the top 1/3 of your index finger would not be able to authenticate the unlocking. Thus, leaving you frustrated and bewildered. It is not the solution to the problem. On the contrary, it aggravates the problem.

Your initial point of contact with the crown is always not from the tip but can also be from the sides. In that case, it would 100% fail as it would be not even vaguely similar to the set Touch ID.
Apple believes in amputating the possibility of choice if they feel that it hampers their conservative user base's experience while using Apple products. It is instinctive for us humans to realize and introspect the effects and real-world impact of something only after it is made available. Before that, it is just lucid speculation.
